SUBJECT: ADVISORY FOR EXHIBITORS OF IIJS BHARAT - SIGNATURE 2026. REGARDING TO AND FRO MOVEMENT OF VALUABLES DURING BMC ELECTION CODE OF CONDUCT IN MUMBAI

As we all prepare for the show, We also wish to inform you that due to the upcoming General Elections to Local Self-Government Bodies (BMC) 2026, the Model Code of Conduct (Acharsanhita) is currently in force across Mumbai. During this period, Election Commission "Flying Squads" will be conducting strict checks on vehicles to monitor the movement of valuables. However, strictly following a representation made by the GJEPC, the State Election Commission, Maharashtra, has issued a directive (Ref: SEC/MCorp-2025/CodeOfConduct/81/124/D.5 dated 30/12/2025) to the BMC Commissioner and Mumbai Police Commissioner to facilitate the smooth transport of gems and jewellery for our exhibitions.

To ensure your goods are not detained or delayed by these squads during transit to or from Jio World Convention Centre and Bombay Exhibition Centre, you must strictly ensure your logistics team carries the following documents, as explicitly prescribed in enclosed letter. The same is applicable for any exhibitor who may intend to hand carry any valuables for the show.

Do's:
|
- Verify Identity and Authenticity: Ensure that all parties involved in the movement of goods, including participants and carriers, are duly verified and authenticated. This includes verifying their identity, credentials, and any required permits or GST number/licenses.
- Accurate Documentation and Timelines: Provide accurate and complete shipping documents and invoices that clearly show details of the HSN code, nature of goods, quantity and value of the gems and jewellery being transported. Accurate documentation will also avoid delays due to interception by officers on election duty (coming from different profiles).
- Secure Packaging: Please ensure that packets of gems and jewellery are securely packed to prevent tampering or damage during transit. Use high-quality packaging materials and sealants to ensure the safety of the consignment. Highlight the importance of clearly marking every shipment for display purposes at IIJS BHARAT SIGNATURE 2026 only, and not for sale.
- Insured Shipments: Insure the shipments against loss, theft, or damage during transit. This provides an added layer of protection and financial security in the event of unforeseen incidents.
- Track and Trace: Utilise tracking and tracing technologies or services provided by our Logistics Company to monitor the movement of the consignment in real-time. This enhances security and enables quick response in case of any irregularities or discrepancies.
- Identification & Verification of Authorised Staff: Ensure that the precious material is handed over to authorised pickup staff bearing the Freight Forwarders Hologram and identity card.

Don'ts:
|
- Misrepresentation: Avoid misrepresenting the nature of goods, quantity, or value of gem and jewellery in shipping documents or invoices. Providing false information can lead to legal repercussions and damage the reputation of all parties involved.
- Underreporting: Refrain from underreporting the value of the consignment or engaging in any form of tax evasion or fraud. Compliance with tax regulations is essential to maintain transparency and integrity in business operations.
- Unauthorised Carriers: Do not engage unauthorised carriers or transporters for the transportation of gems and jewellery.
- Unsecured Transportation: Avoid transporting gem and jewellery in unsecured or non-compliant vehicles or containers. Opt for secure and compliant transportation methods provided by our logistics partners, BVC or Sequel.
- Non-Compliance with GST Guidelines: Adhere to GST guidelines and regulations pertaining to the transportation of gems and jewellery during election periods. Non-compliance can result in penalties or legal actions.
- Over-weight: The exhibitor shall ensure that the weight of each trunk must not exceed 20 Kgs at any time. Trunks weighing more than 20 Kgs are susceptible to damage.

MANDATORY CHECKLIST FOR LOGISTICS
|
|
Ensure every vehicle/personnel carrying exhibition goods possesses:
|
- GJEPC Participation Letter: A copy of the official allotment/participation letter from GJEPC confirming your participation in IIJS/IGJME Signature 2026.
- GST Documentation: Delivery Challan or GST Invoice prepared as per CGST Rule 55 of 2017.
- Stock Summary: A certified copy of the Stock Summary of the goods being transported.
- Authority Letter: An official letter containing the name of the owner of the goods, authorising the movement.
- Carrier Identification:

- Identity Cards of all personnel in the vehicle
- Photos of the vehicle carriers/drivers.

Guidance for Transit
|
- Cooperate with Authorities: Please instruct your drivers and logistics staff to cooperate fully if stopped by the Election Flying Squads.
- Produce Documents Immediately: Showing the documents listed above will verify that the movement is for the exhibition (Jan 8–12, 2026) and falls under the permissions granted by the State Election Commission.
