GJEPC Raises Concerns Over EDPMS System, Customs Procedures at Delhi Meeting

GJEPC highlighted several pressing issues facing jewellery exporters during a meeting with the Customs Delhi on 28th August, 2024. Mr. Ashok Seth, Regional Chairman North, GJEPC represented the GJEPC at the meeting chaired by Mr. Samanjas Dass, Chief Commissioner Customs, Delhi.

A key concern raised by the GJEPC was the long-standing issue of the Electronic Data Processing & Monitoring System (EDPMS). Exporters often face difficulties when hand-carrying jewellery to overseas exhibitions due to inconsistencies between the shipping bills and the EDPMS. This results in challenges for banks in processing the trade and issuing Electronic Bills of Receipt and Clearance (eBRCs). Despite multiple representations to Customs Delhi, RBI Mumbai and Delhi, and DG Systems, a resolution remains elusive.

Mr. Seth also emphasised the need for more appraisers at shed buildings to handle the increased volume of hand-carry shipments during peak exhibition seasons. Additionally, he proposed the establishment of an outgoing jewellery shipment appraisal facility at Delhi Airport T3, where import parcels are currently processed.

Mr. Dass acknowledged these concerns and assured the GJEPC of his full support and commitment to finding prompt solutions.
