Delhi Customs Adopts GJEPC Proposal for Faster Hand-Carry Parcel Clearance

Delhi Customs has introduced a streamlined procedure for the export and reimport of hand-carry parcels, ensuring faster and more convenient clearance at the airport itself. Although a Public Notice was issued in May 2025, the absence of a reimport mechanism meant shipments were not being reflected in Export Data Processing and Monitoring System EDPMS, leaving the scheme ineffective in Delhi.

Recognising this gap, the Regional Chairman (North), GJEPC, Mr. Antarpal Singh Sawhney, and Director (Policy), Mr. K.K. Duggal, GJEPC held several rounds of discussions with senior Customs officials, including the Chief Commissioner and Commissioners of Export Cargo, Import Cargo, and Airport. They stressed that customs appraisal and clearance for reimports should be conducted directly at the airport, making the process economical, efficient, and seamless.

Following these efforts, Delhi Customs has accepted the Council’s recommendation. The Department of Systems has been instructed to develop a dedicated module to enable filing of Bills of Entry (B/E) and customs clearance at the airport itself. As an interim arrangement, B/Es will be filed at import cargo and then transferred to the airport for appraisal and clearance, allowing exporters to collect parcels directly at the airport without additional movement.

This initiative will not only save time and costs but will also ensure that hand-carry shipments are properly reflected in EDPMS, thereby closing a long-standing gap in the system. Exporters in the Delhi region have welcomed this move, calling it a landmark achievement that will significantly ease business operations.
